Client Information on MAT connectivity tests

Dear Clients,

During the client meeting held online on 30 September 2020 in the subject of the KELER Service Development Program (KSDP), among others we informed you of the timing, objective and conditions of the so-called MAT connectivity test to be performed as the first phase of the market tests. Participation in the test is mandatory for all participants of KELER’s securities settlement system.

The connectivity test planned to be launched on 12 April 2021 will be a so-called IT connectivity test the primary purpose of which is the verification of the communication between the systems of KELER and its Clients. The fundamental condition of the successful test run is the parameterisation of the specific master data level client data in our systems. During the test neither the testing of the business processes, nor the successful accounting of the submitted orders are objectives. However, submitting at least one FOP-type order is expected. Following the formal and business validation the expected result is a status message on the successful acceptance or rejection. KELER sends the reply in all cases on the communication channel (KID or SWIFT) sending the instruction.

The prerequisite of the testing is the provision of right of disposal of the securities accounts by providing the 11-character test sender BIC codes used by our SWIFT-user partners and the recording of the also 11-character test matching BIC codes wished to be used during the matching for the identification in the instruction of the settlement partners.

In the case of our SWIFT-user clients the two BIC codes can be identical, although we expect only the provision of a test matching BIC code from our clients using our KID system if they do not request the assignment of the technical BIC code provided by KELER to their main account.

Accordingly, we would like to ask you to send your data above until 15 March to the  email address.

Our clients successfully completing the first phase of the connectivity test become entitled to start the business process tests to be launched on 1 June 2021. Our clients failing to perform the connectivity testing until the deadline of the first phase, i.e. 3 May 2021, may perform it between 24 May 2021 and 31 May 2021.
